your letter No.53863/38 dated the 25th February 1938.

In view of the request contained in the second paragraph of your above-mentioned letter, this Company will be pleased to accord the privilege of Government rates to the League of Nations telegrams in question. As it is doubtful, however, whether they are properly Centitled to Government rates, I am instructed

to ask that the Secretary of State would be good enough to ensure, as far as possible, that this facility should not be extended or abused.
